Hier jugé inefficace, le Droit international devient-il l’outil principal pour la paix à Gaza ?

La situation à Gaza est dramatique. C’est un constat partagé par tous. Comment monter le niveau de la mobilisation populaire pour s’y opposer ?
Constatons qu’aujourd’hui, les manifestations suscitées par les collectifs d’organisations, essentiellement en soutien à la Palestine, rassemblent peu et sont devenus invisibles dans les médias locaux et nationaux.
Comment avancer ? Je pense qu’il faut être clair et limité dans les mots d’ordre, écarter les considérations politiciennes, avoir une argumentation rassemblant le plus large éventail d’opinions. Je crois nécessaire aujourd’hui, pour cela de s’appuyer davantage sur le droit international en laissant de côté les considérations partisanes.
Trois mots d’ordre immédiats sont impératifs :
1/ l’arrêt des combats, le cessez-le-feu immédiat, le terme importe peu, ce qui compte, c’est le répit dans les souffrances de la population, la possibilité d’apporter des solutions urgentes et efficaces en matière humanitaire.
Il faut respecter le droit international, c’est-à-dire, les réquisitions de la Cour internationale de Justice du 24 mai dernier qui demande à Israël d’« Arrêter immédiatement son offensive militaire, et toute autre action menée dans le gouvernorat de Rafah » et la résolution du Conseil de sécurité des Nations unies du 25 mars dernier qui « Exige un cessez-le-feu humanitaire immédiat pendant le mois du ramadan qui soit respecté par toutes les parties et mène à un cessez-le-feu durable »
Exigeons d’Emmanuel Macron, qu’il prenne les mesures nécessaires pour le respect de ces injonctions : sanctions économiques, financières, culturelles envers le gouvernement d’Israël, rappel de l’ambassadeur de France en Israël, demande à l’Union européenne de l’arrêt de toute livraison d’armes, suspension de l’accord d’association Israël – UE.
L’efficacité serait de multiplier les délégations en Préfecture, d’inonder de mails, de lettres, de coups de téléphones les services de la Présidence de la République.

2/ Libération de tous les otages et prisonniers détenus, en s’appuyant là encore sur le droit international exprimé par la résolution du Conseil de sécurité des Nations unies du 25 mars dernier qui « exige également la libération immédiate et inconditionnelle de tous les otages et la garantie d’un accès humanitaire pour répondre à leurs besoins médicaux et autres besoins humanitaires, et exige en outre des parties qu’elles respectent les obligations que leur impose le droit international à l’égard de toutes les personnes qu’elles détiennent ».
Exigeons d’Emmanuel Macron, qu’il prenne les mesures nécessaires pour le respect de cette résolution : intervention ferme et pressions économico-politiques auprès des gouvernements qui hébergent ou soutiennent des dirigeants du Hamas comme le Qatar, l’Arabie saoudite, la Turquie, intervention ferme auprès du gouvernement israélien pour obtenir des libérations massives des prisonniers arrêtés et non-jugés, demander la grâce symbolique pour le leader palestinien Marwan Barghouti.

3/ Reconnaissance rapide d’un État palestinien par la France et initiatives pour son admission à l’ONU, en s’appuyant là encore sur le droit international porté par la résolution, votée par l’Assemblée générale du 10 mai 2024 par 143 voix pour, 9 voix seulement contre (Argentine, États-Unis, Hongrie, Israël, Micronésie, Nauru, Palaos, Papouasie-Nouvelle-Guinée et République tchèque) et 25 abstentions et qui « Constate que l’État de Palestine remplit les conditions requises pour devenir membre de l’Organisation des Nations Unies [..] et devrait donc être admis à l’Organisation ».
Le mot « État », est aussi explicitement mentionné par le Procureur de la Cour pénale internationale qui a déposé des requêtes aux fins de délivrance de mandats d’arrêts « concernant l’État de Palestine ».
Exigeons de la France et d’Emmanuel Macron, qui a voté à l’Assemblée générale de l’ONU pour l’admission de la Palestine, qu’il reconnaisse, dès maintenant, l’État de Palestine, sans attendre un hypocrite moment « qui serait utile » !
Aujourd’hui l’Espagne, l’Irlande et la Norvège (non membre de l’UE) ont franchi le pas, la Slovénie et Malte s’apprêtent à faire de même. « Nous sommes d’accord pour dire que le seul moyen de parvenir à une paix durable et à la stabilité dans la région est de mettre en œuvre une solution à deux États, israélien et palestinien vivant côte à côte, dans la paix et la sécurité » ont souligné Espagne et Irlande, en annonçant leur décision de reconnaître l’État de Palestine.

Ces trois objectifs d’action sont essentiels, prioritaires et indissociables pour gagner vraiment l’opinion publique dans la clarté des objectifs, le respect des valeurs d’humanité, de justice et en affirmant notre volonté de construire un monde plus juste et pacifié. L’appel au respect du droit international empêche toutes manipulations de l’opinion par les soutiens du gouvernement israéliens ou par des éléments pro-islamistes, proches du Hamas.
Cette référence au Droit international sera renforcée lorsque le Tribunal pénal international pourra délivrer les mandats d’arrêt demandés par le Procureur du TPI, le 20 mai dernier, contre trois dirigeants israéliens dont le Premier ministre israélien, Benyamin Nétanyahou et le ministre israélien des Affaires étrangères, Yoav Gallant, pour des « crimes de guerre » et « crimes contre l’humanité » présumés commis dans la bande de Gaza.
Le procureur a demandé également des mandats d’arrêt contre trois dirigeants du Hamas, dont Yahya Sinwar, le chef du mouvement, pour des motifs qui incluent « l’extermination », « le viol et d’autres formes de violence sexuelle » et « la prise d’otages en tant que crime de guerre ».
Le procureur demande la délivrance des mandats d’arrêt à un groupe de trois juges chargés de la phase préliminaire, qui prennent en moyenne deux mois pour examiner les preuves et déterminer si la procédure peut aller de l’avant. Cette annonce renforce l’isolement d’Israël. Et la menace d’une arrestation pourrait empêcher les dirigeants israéliens de se rendre à l’étranger. Les dirigeants du Hamas, Yahia Sinwar et Mohammed Deif, se cacheraient tous deux à Gaza, alors qu’Israël tente de les traquer. Mais Haniyeh, le chef politique du groupe militant islamique, est basé au Qatar et voyage fréquemment dans la région.
Lorsque ces mandats d’arrêt seront confirmés, il faudra exiger d’Emmanuel Macron, qu’il agisse pour que le gouvernement israélien arrête M. Nétanyahou et pour que le gouvernement du Qatar arrête M. Haniyeh, sous menaces de sanctions économiques, politiques et culturelles envers ces deux États.
Au travers de ces exemples, il se confirme qu’en quelques semaines, des exigences de justice et de paix prennent une force nouvelle grâce à l’appui que fournit le droit international aux pressions des opinions publiques. Contrairement à certaines résolutions du Conseil de sécurité ou de l’Assemblée générale de l’ONU, accueillies dans l’indifférence dans le passé, maintenant, ces décisions sensibilisent plus directement les opinions, car elles sont en prise directe avec une actualité dramatique.
Il y a là potentiellement une donne nouvelle dans les rapports de force à l’échelle internationale, susceptible de s'opposer aux rapports de puissances utilisés par les « grands ». On ne peut que s’en réjouir !

Yesterday deemed ineffective, has international law become the main tool for peace in Gaza?

The situation in Gaza is dramatic. This is an observation shared by everyone. How can we raise the level of popular mobilization to oppose it?
Let us note that today, the demonstrations sparked by collectives of organizations, mainly in support of Palestine, gather few people and have become invisible in the local and national media.
How to move forward? I think we must be clear and limited in our slogans, set aside political considerations, and have an argument bringing together the widest range of opinions. I believe it is necessary today, for this to rely more on international law, leaving aside partisan considerations.
Three immediate slogans are imperative:
1/ the end of the fighting, the immediate ceasefire , the term does not matter, what matters is the respite from the suffering of the population, the possibility of provide urgent and effective solutions in humanitarian matters.
We must respect international law, that is to say, the requisitions of the International Court of Justice of May 24 which asks Israel to “  Immediately stop its military offensive, and any other action carried out inthe governorate of Rafah  " and the United Nations Security Council resolution of March 25 which "  Demands an immediate humanitarian ceasefire during the month of Ramadan which is respected by all parties and leads to a ceasefire lasting fire  »
Let us demand that Emmanuel Macron take the necessary measures to respect these injunctions: economic, financial, cultural sanctions against the government of Israel, recall of the French ambassador to Israel, request to European Union to stop all arms deliveries, suspension of the Israel – EU association agreement.
The effectiveness would be to increase the number of delegations to the Prefecture, to flood the services of the Presidency of the Republic with emails, letters and telephone calls.

2/ Release of all hostages and prisoners held , again relying on international law expressed by the United Nations Security Council resolution of March 25 which “  also demands the immediate and unconditional release of all hostages and ensuring humanitarian access to meet their medical and other humanitarian needs, and further requires parties to respect their obligations under international law with respect to all persons in their detention  .”
Let us demand that Emmanuel Macron take the necessary measures to respect this resolution: firm intervention and economic-political pressure on governments that host or support Hamas leaders such as Qatar, Saudi Arabia, Turkey, firm intervention with the Israeli government to obtain mass releases of arrested and untried prisoners, request symbolic pardon for Palestinian leader Marwan Barghouti.

3/ Rapid recognition of a Palestinian state by France and initiatives for its admission to the UN, again relying on international law supported by the resolution, voted by the General Assembly of May 10, 2024 by 143 votes for, only 9 votes against (Argentina, United States, Hungary, Israel, Micronesia, Nauru, Palau, Papua New Guinea and Czech Republic) and 25 abstentions and which “Finds that the State of Palestine meets the conditions required for become a member of the United Nations [...] and should therefore be admitted to the Organization.

Iran – Israël : Ni « droit de riposte », ni « auto-défense », mais « droit international » !

« Le Moyen-Orient est au bord du gouffre. La population de la région fait face au danger réel d’un conflit à grande échelle dévastateur », a déclaré le secrétaire général de l’ONU lors de la réunion du Conseil de sécurité, demandée par Israël à la suite de l’attaque de l’Iran. « C’est le moment de désamorcer et d’une désescalade », a-t-il ajouté.
Rappelons les faits.
Le 2 avril dernier, six missiles ont été tirés par des chasseurs F-35 israéliens sur la section consulaire de l’ambassade d’Iran à Damas, en Syrie, dont il ne reste plus qu’un amas de ruines Cette agression a fait au moins 13 morts. Parmi ceux-ci, sept officiers iraniens des Gardes de la révolution, dont deux importants commandants, ont été tués, dans cette opération qui ressemble fort à un assassinat ciblé, ce qui est un acte coutumier du gouvernement israélien.
Cette attaque d’un bâtiment diplomatique d’un pays, situé de plus sur le territoire d’un autre pays, représente une atteinte grave et inédite au droit international. Rappelons que le statut des consulats a été précisé en 1963 par un traité international, la « Convention de Vienne sur les relations consulaires ». Comme pour les ambassades, juridiquement, ces locaux sont « inviolables ».
L’article 31 stipule ainsi que « les autorités de l’État de résidence ne peuvent pénétrer dans la partie des locaux consulaires que le poste consulaire utilise exclusivement pour les besoins de son travail, sauf avec le consentement du chef de poste consulaire, de la personne désignée par lui ou du chef de la mission diplomatique de l’État d’envoi ».
Examinons un scénario de fiction : quelle aurait été la réaction de la France face à la destruction ciblée de son consulat au Mali après une frappe de l’aviation du Niger ? Dans ce cas d’école, elle aurait sûrement remué ciel et terre pour obtenir une réunion et une condamnation du Conseil de sécurité des Nations unies. J’ose espérer que la France, dans cette situation imaginaire, n’aurait pas procédé à une riposte militaire sur le sol du pays agresseur (Niger dans mon hypothèse).
Dans la « vraie vie », en l’occurrence, début avril, France et USA se sont opposées à toute condamnation du gouvernement israélien lors de la réunion du Conseil de sécurité qui a suivi.
Même si l’attaque israélienne n’avait pas visé un bâtiment diplomatique, il faut rappeler que toute action militaire menée par un pays sur le territoire d’un pays tiers sans son accord, est illégale selon le droit international, puisqu’elle viole la souveraineté de ce pays.
Dans les deux dernières décennies, nous nous sommes habitués à ces atteintes au droit international que constituent ces assassinats ciblés. Plusieurs ont été commis par les États-Unis au nom de la lutte anti-terroriste, notamment contre Ben Laden et ses complices, par Israël dans ses actions contre le Hamas et le Hezbollah, par la Russie contre certains opposants politiques, par la France en Afrique, par la Turquie, l’Arabie saoudite, etc. L’utilisation de drones facilitent maintenant ce type d’action.
N’est-il pas temps de remettre ce problème sur le devant de la scène : comment qualifier systématiquement toutes ces actions de crimes de guerre, comment les rendre justifiables d’un passage systématique devant la Cour pénale internationale pour en condamner les responsables, chefs des armées ou chefs de gouvernement ?
C’est un enjeu d’assainissement des relations internationales aujourd’hui.

L’absence de condamnation de l’acte israélien début avril, accompli au mépris du droit international est choquante. La survenue d’une riposte militaire iranienne, toute aussi illégale d’ailleurs en regard du droit international, est alors devenu prévisible pour tous les observateurs. Le bombardement de ce consulat a fait s’interroger de nombreux observateurs ou chercheurs sur les buts réels poursuivis à Damas par l’aviation israélienne.
Ainsi, dès le 2 avril, Elena Aoun, professeure et chercheuse en relations internationales à l’Université Catholique de Louvain déclarait : « à chaque nouvelle escalade de la part d’Israël, il est à craindre que ses ennemis soient poussés un peu plus dans leurs retranchements ». […] « Israël n’attend que l’escalade quelque part qui, de manière évidente, viendrait desserrer quelque part l’étau par rapport à son opération à Gaza ».
La suite de l’actualité lui a hélas donné raison.
Ce 13 avril, l’Iran a procédé à l’envoi massif de drones et de missiles sur Israël, estimant user “du droit inhérent à l’autodéfense”, selon les propos de l’ambassadeur iranien. Il est évident qu’en lançant une attaque directement sur le sol de son adversaire, l’Iran a enclenché une spirale guerrière dangereuse. Cette action doit être condamnée fermement par la communauté internationale. Elle n’a aucune justification légale.
Il n’existe pas de « droit de riposte » ou de « droit inhérent à l’autodéfense » dans la Charte des Nations unies et donc, dans le droit international.
Il faut redire et répéter que le « droit naturel de légitime défense, individuelle ou collective, dans le cas où un Membre des Nations unies est l’objet d’une agression armée », évoqué dans l’article 51 de la Charte, est limité strictement et ne doit s’exercer que « jusqu’à ce que le Conseil de sécurité ait pris les mesures nécessaires pour maintenir la paix et la sécurité internationales ».
Cela signifie clairement que ce droit de légitime défense ne peut s’exercer que pour répondre à une menace en cours, en développement, qu'il faut donc stopper, comme l’était l’attaque russe en Ukraine en février 2022, et non à un acte, ciblé, terminé et non susceptible de prolongement immédiat.
Dans les deux cas examinés ici, bombardement israélien du consulat iranien, et envoi iranien de drones et de missiles (qui ont été anéantis en quasi totalité par la défense anti-aérienne), la menace a cessé après l’acte délictueux commis.
Le bombardement israélien n’a été suivi d’aucune autre action. De son côté, l’ambassadeur iranien à L’ONU a déclaré dès l’envoi des drones et missiles que « l’opération était terminée ». Selon plusieurs experts militaires, il semble que l’attaque iranienne était très très mesurée et que les gouvernements occidentaux, notamment les USA, avaient été avertis et prévenus à l’avance pour qu’ils puissent la contrôler).
La responsabilité des réponses à ces deux actes, bombardement israélien et agression aérienne iranienne, doit donc être remise dans les mains du Conseil de sécurité. Aucun pays ne doit s’arroger un quelconque « droit de réponse ».
La responsabilité, alors, du Conseil de sécurité, est claire. Il doit agir ainsi que l’indique l’article 1 de la Charte des Nations unies pour « Maintenir la paix et la sécurité internationale et à cette fin : prendre des mesures collectives efficaces en vue de prévenir et d’écarter les menaces à la paix, et réaliser, par des moyens pacifiques, conformément aux principes de la justice et du droit international, l’ajustement ou le règlement de différends ou de situations, de caractère international, susceptibles de mener à une rupture de la paix ».
La réponse à une agression d’un État contre un autre ne réside donc pas dans un imaginaire « droit de riposte » mais dans la mise en œuvre d’un processus diplomatique pour résoudre le différend par la voie diplomatique.
C’est cela l’obligation politique qui incombe, notamment aux grandes puissances, membres permanents, du Conseil de sécurité des Nations unies.
Le scénario politique qui s’est mis en place : absence de condamnation politique de la première action commise par Israël, sur-réaction politique par contre à l’attaque aérienne iranienne contre le sol israélien risque d’enclencher un engrenage dangereux et mortifère dont personne ne peut dire, s’il ne risque pas de devenir incontrôlable.

Il est encore temps d’éviter les scénarios catastrophes : il est possible d’imposer la retenue aux deux parties à condition de cesser l’approche du « double standard ». Il est possible d’assainir la situation géopolitique régionale en avançant sur la voie d’une solution au problème palestinien.
Cela peut se faire en respectant d’abord les recommandations de la Cour internationale de justice et la dernière résolution du Conseil de sécurité sur le cessez-le-feu immédiat à Gaza, l’aide humanitaire et la libération des otages israéliens et des prisonniers palestiniens. Même si elle sera difficile, il faudra construire rapidement les conditions d’une solution à deux États.
Dans ce but, l’action de la France doit être beaucoup plus claire et ferme.
Le cessez-le-feu et le déblocage total de l’aide humanitaire sont décisifs : les pays occidentaux doivent augmenter la pression sur le gouvernement Netanyahou en bloquant toute aide militaire à celui-ci et en suspendant l’accord d’association UE-Israël. Si les occidentaux font ces démarches, ils seront fondés de demander au Qatar et à l’Arabie saoudite de suspendre leur aide au Hamas.
Parallèlement, la France doit franchir le pas de la reconnaissance officielle de la République de Palestine et soutenir le dossier que celle-ci vient de redéposer pour demander son admission comme membre à part entière des Nations unies.
Pour obtenir cet infléchissement de l’action de la France, il serait évidemment souhaitable que l’action des organisations et associations françaises se concentre sur ces demandes précises auprès du Président de la République française, en cessant d’avoir une position ambiguë sur la question des deux États.

Iran – Israel: Neither “right of response”, nor “self-defense”, but “international law”!

“  The Middle East is on the brink of collapse. Let's remember the facts.
On April 2, six missiles were fired by Israeli F-35 fighters at the consular section of the Iranian embassy in Damascus, Syria , of which only a pile of ruins remains. Let's examine a fictional scenario: what would have been France's reaction to the targeted destruction of its consulate in Mali after a Niger air strike? In this textbook case, she would surely have moved heaven and earth to obtain a meeting and a condemnation from the United Nations Security Council. I dare to hope that France, in this imaginary situation, would not have carried out a military response on the soil of the aggressor country (Niger in my hypothesis).
In "  real life  ", in this case, at the beginning of April, France and the USA opposed any condemnation of the Israeli government during the Security Council meeting which followed.
Even if the Israeli attack did not target a diplomatic building , it must be remembered that any military action carried out by a country on the territory of a third country without its agreement is illegal .according to international law, since it violates the sovereignty of this country.
Over the past two decades, we have become accustomed to the violations of international law that constitute these targeted assassinations . Several were committed by the United States in the name of the fight against terrorism, notably against Bin Laden and his accomplices, by Israel in its actions against Hamas and Hezbollah, by Russia against certain political opponents, by France in Africa, by Turkey, Saudi Arabia, etc. The use of drones now facilitates this type of action.

The lack of condemnation of the Israeli act in early April, carried out in defiance of international law, is shocking . The occurrence of an Iranian military response, equally illegal under international law, then became predictable for all observers. The bombing of this consulate made many observers and researchers wonder about the real goals pursued in Damascus by the Israeli air force.
Thus, on April 2, Elena Aoun, professor and researcher in international relations at the Catholic University of Louvain declared: “  with each new escalation on the part of Israel, it is to be feared that its enemies will be pushed a little further into their entrenchments  . […] “  Israel is only waiting for an escalation somewhere which, obviously, would loosen the grip on its operation in Gaza  .”
The rest of the news unfortunately proved him right.
On April 13, Iran sent massive drones and missiles to Israel, believing it was using “ the inherent right to self-defense ,” according to the Iranian ambassador. It is obvious that by launching an attack directly on its adversary's soil, Iran has initiated a dangerous war spiral. This action must be strongly condemned by the international community . It has no legal justification.
There is no “  right of response ” or “  inherent right to self-defense  ” in the United Nations Charter and therefore, in international law.
It must be said and repeated that the “  natural right of self-defense, individual or collective, in the event that a Member of the United Nations is the object of armed attack  ”, mentioned in Article 51 of the Charter, is limited. strictly and should only be exercised “  until the Security Council has taken the necessary measures to maintain international peace and security  ”.
This clearly means that this right of self-defense can only be exercised to respond to an ongoing, developing threat , which must therefore be stopped, as was the Russian attack in Ukraine in February 2022, and not to an act, targeted, completed and not capable of immediate extension.
In the two cases examined here, Israeli bombing of the Iranian consulate, and Iranian sending of drones and missiles (which were almost entirely destroyed by anti-aircraft defense), the threat ceased after the criminal act committed.
The Israeli bombardment was not followed by any further action. For his part, the Iranian ambassador to the UN declared as soon as the drones and missiles were sent that “  the operation was over  ”. According to several military experts, it seems that the Iranian attack was very very measured and that Western governments, notably the USA, had been warned and warned in advance so that they could control it).
Responsibility for responding to these two acts, Israeli bombing and Iranian aerial aggression, must therefore be placed in the hands of the Security Council. No country should arrogate to itself any “right of reply”.
The responsibility, then, of the Security Council, is clear. It must act as indicated in Article 1 of the Charter of the United Nations to “  maintain international peace and security and to this end: take effective collective measures with a view to preventing and removing threats to peace , and achieve, by peaceful means, in accordance with the principles of justice and international law, the adjustment or settlement of disputes or situations, of an international character, likely to lead to a breach of the peace  .
The response to an aggression by one State against another therefore does not lie in an imaginary “  right of response  ” but in the implementation of a diplomatic process to resolve the dispute diplomatically. This is the political obligation incumbent, in particular on the great powers, permanent members of the United Nations Security Council. The political scenario that has been put in place  : absence of political condemnation of the first action committed by Israel, political over-reaction on the other hand to the Iranian air attack against Israeli soil risks setting in motion a dangerous and deadly spiral of which no one cannot say if it is not in danger of becoming uncontrollable.

There is still time to avoid catastrophic scenarios: it is possible to impose restraint on both parties provided that the “  double standard  ” approach is stopped. It is possible to clean up the regional geopolitical situation by moving forward on the path to a solution to the Palestinian problem.
This can be done by first respecting the recommendations of the International Court of Justice and the latest Security Council resolution on the immediate ceasefire in Gaza, humanitarian aid and the release of Israeli hostages and Palestinian prisoners. . Although it will be difficult, it will be necessary to quickly build the conditions for a two-state solution.
To this end, France's action must be much clearer and firmer.
The ceasefire and the full unblocking of humanitarian aid are decisive: Western countries must increase pressure on the Netanyahu government by blocking all military aid to it and suspending the EU-Israel association agreement . Ukraine : le droit international, pas les troupes

« Il n’y a pas de consensus aujourd’hui pour envoyer de manière officielle, assumée et endossée, des troupes au sol. Mais en dynamique, rien ne doit être exclu. Nous ferons tout ce qu’il faut pour que la Russie ne puisse pas gagner cette guerre », a déclaré le 26 février dernier, le président Emmanuel Macron, lors d’une conférence de chefs d’États européens, réunis à Madrid.
Pour le quotidien espagnol, El Païs, “ce qui est significatif, c’est que Macron, en résumant les résultats du sommet, l’a considéré comme une hypothèse plausible”.
Le président français a « brisé un tabou » selon le journal « Courrier international ».
« Irresponsabilité, folie », les réactions politiques en France, à ces propos, sont très négatives. À l’étranger, on peut noter que le secrétaire général de l’OTAN, Jens Stoltenberg, a été plus prudent et a déclaré que l’Alliance militaire n’avait pas l’intention d’envoyer des troupes de combat en Ukraine. « Les alliés de l’OTAN apportent un soutien sans précédent à l’Ukraine. Nous le faisons depuis 2014 et nous avons intensifié nos efforts après l’invasion à grande échelle. Mais il n’est pas prévu que des troupes de combat de l’OTAN soient déployées sur le terrain en Ukraine».
Mélanges de « comm » et d’approximation diplomatique, nous connaissons toutes les déclarations, suivies de marches arrières, sur la Russie en 2022, sur l’engagement au Sahel, de ce président, qui ignore tout des « temps longs » de la diplomatie, au profit des « coups » de communication, au risque de « retours de bâton » brutaux, comme il vient d’en essuyer un avec les agriculteurs français.

Au delà de l’irresponsabilité du président Macron qui envisage l’envoi de troupes en Ukraine, c’est-à-dire en fait, décide une entrée en guerre avec la Russie, sans consultation du Parlement français, notons-le, je voudrais insister sur un autre aspect.
Par cette déclaration de « bravache », il confirme en fait, qu’il ferme la porte à toute issue diplomatique et pacifique à la guerre russo-ukrainienne. « Empêcher la Russie de gagner » devient de fait, une simple clause de style. Emmanuel Macron estime, au travers de ces déclarations, que l’option militaire est la seule qui reste sur la table et donc que cette crise doit se terminer par une victoire totale du camp occidental sur la Russie, en l’occurrence.
Quelle illusion ! Premièrement, de nombreux spécialistes militaires disent que le conflit va durer plusieurs années, ce qui signifie que, pendant ce temps, les populations civiles ukrainiennes vont continuer de payer le lourd prix des morts et des destructions.
Deuxièmement, l’expérience des conflits des deux premières décennies de ce siècle montre que, partout, où ce sont des solutions militaires qui ont été priorisées, elles ont été en échec. Qu’on pense à la victoire des talibans en Afghanistan, au chaos en Irak, à l’effondrement de l’État en Libye, aux coups d’états militaires, et au renvoi peu glorieux des troupes françaises au Sahel.
Veux-t-on, là aussi, créer puis laisser subsister une crise, un abcès purulent, en Europe comme le sont devenus la Libye pour l’Afrique ou l’Afghanistan pour l’Asie du Sud-Est ?
Troisièmement, le point, peut-être le plus important pour moi, est que le président Macron, en écartant de fait toute perspective de solution diplomatique, démontre que les grandes puissances ne respectent pas le droit international et l’article Un de la Charte des Nations Unies. Celui-ci dit :
« Maintenir la paix et la sécurité internationale et à cette fin : prendre des mesures collectives efficaces en vue de prévenir et d’écarter les menaces à la paix, et réaliser, par des moyens pacifiques, conformément aux principes de la justice et du droit international, l’ajustement ou le règlement de différends ou de situations, de caractère international, susceptibles de mener à une rupture de la paix ».
Cette obligation du droit international de régler les conflits par la diplomatie s’impose à tous, à toutes les parties et à toutes les grandes puissances en particulier.
Malgré les campagnes d’intoxication médiatique les plus extravagantes, dans lesquelles, on nous ressort, par exemple, la menace des chars russes sur les Champs-Élysées. il faut garder la tête froide.
Ce qu’écrivait déjà, en septembre dernier, le journaliste suisse, spécialiste de la Russie, Éric Hoesli, dans le journal Le Temps, est toujours vrai : « La guerre ne va pas venir jusqu’à nous, la Russie ne va pas, comme certains le prédisaient dans les semaines suivant l’invasion, conquérir la Pologne ou les pays baltes. Il n’y a plus grand monde même pour penser que l’ensemble de l’Ukraine soit menacé. Dans les esprits, l’enjeu s’est circonscrit et comme rétréci au Donbass et à la Crimée. Même en Russie, il n’y a plus que quelques ultras échauffés pour rêver d’une conquête de Kiev, de Dnipro ou de Kharkiv ».
La situation concrète est celle-ci : à l’est de l’Europe, un pays, la Russie, a contrevenu gravement au droit international et à la Charte des Nations unies. Il faut donc défendre fermement la souveraineté et l’intégrité de l’Ukraine. Cette défense doit se faire en déployant tous les moyens politiques et diplomatiques que le droit international nous propose.
Selon une étude menée par Datapaxis et YouGov pour le Conseil européen pour les relations internationales (ECFR), seuls 10 % des Européens croient en une victoire ukrainienne, alors qu’ils sont 20 % à penser que la Russie va l’emporter. Mais pour quasiment un Européen sur quatre, ce ne sont pas les armes qui mettront fin à la guerre. Ainsi, 37 % estiment qu’elle se soldera par un accord entre les deux pays. 41 % des Européens considèrent même que l’Union européenne devrait pousser l’Ukraine à négocier un accord de paix.
Comment y arriver en créant un rapport de forces à l’échelle internationale ? Je crois qu’il y a besoin d’un sursaut politique et éthique au niveau des états aux Nations unies, en s’appuyant en particulier sur les états du sud (« the Global South ») et les états émergents (comme les BRICS), les opinions publiques et les réseaux d’ONG pour créer une « coalition des bonnes volontés » (« coalition of the will »), promouvant l’exigence de solutions politiques au cœur de tous les efforts internationaux. Cela signifie de tourner le dos aux scénarios récents de réunions internationales, visant le renforcement des dépenses et équipements militaires, le renforcement des alliances militaires, la fuite en avant au seul bénéfice des lobbies militaro-industriels.
C’est cette démarche de bonne volonté qui honorerait le Président français, espérons que nombreux seront les parlementaires à l’exiger, si se tient, comme cela vient d’être annoncé ce lundi 27 février, une session de l’Assemblée nationale pour discuter d’une déclaration du gouvernement, « relative à l’accord bilatéral de sécurité conclu avec l’Ukraine » le 16 février, qui sera suivie d’un débat et d’un vote.

Ukraine: international law, not the troops

“  There is no consensus today to send ground troops in an official, accepted and endorsed manner. But in dynamics, nothing should be excluded. We will do everything necessary to ensure that Russia cannot win this war  ,” declared President Emmanuel Macron on February 26, during a conference of European heads of state, meeting in Madrid.
For the Spanish daily, El Païs, “ what is significant is that Macron, in summarizing the results of the summit, considered it as a plausible hypothesis ”.
The French president has “  broken a taboo  ” according to the newspaper “  Courrier international  ”.
“  Irresponsibility, madness  ”, the political reactions in France to these remarks are very negative. Abroad, it can be noted that NATO Secretary General Jens Stoltenberg was more cautious and said that the military alliance did not intend to send combat troops to Ukraine. “  NATO allies are providing unprecedented support to Ukraine. We have been doing this since 2014 and we intensified our efforts after the large-scale invasion. But there are no plans for NATO combat troops to be deployed on the ground in Ukraine .”
Mixtures of “  comm  ” and diplomatic approximation, we know all the declarations, followed by backtracking, on Russia in 2022, on the commitment to the Sahel, of this president, who knows nothing of the “  long times  ” of diplomacy , for the benefit   of communication  “ blows ”, at the risk of brutal “ backlashes  ”, as he has just experienced one with French farmers.

Beyond the irresponsibility of President Macron who is considering sending troops to Ukraine, that is to say in fact, deciding to enter into war with Russia, without consulting the French Parliament, let us note, I would like emphasize another aspect.
By this declaration of “  bravado  ”, he in fact confirms that he is closing the door to any diplomatic and peaceful outcome to the Russo-Ukrainian war. “  Prevent Russia from winning” becomes in fact a simple clause of style. Emmanuel Macron believes, through these declarations, that the military option is the only one left on the table and therefore that this crisis must end with a total victory of the Western camp over Russia, in this case.
What an illusion! First, many military experts say the conflict will last for several years, meaning that during that time Ukraine's civilian populations will continue to pay a heavy price in death and destruction.
Secondly, the experience of the conflicts of the first two decades of this century shows that wherever military solutions were prioritized, they failed. Let us think of the victory of the Taliban in Afghanistan, the chaos in Iraq, the collapse of the state in Libya, the military coups, and the inglorious dismissal of French troops to the Sahel.
Here too, do we want to create and then allow a crisis, a purulent abscess, to persist in Europe, as Libya has become for Africa or Afghanistan for South-East Asia?
Thirdly, the point, perhaps the most important for me, is that President Macron, by effectively ruling out any prospect of a diplomatic solution, demonstrates that the great powers do not respect international law and Article One of the Charter of United Nations. It says:
"  To maintain international peace and security and to this end: take effective collective measures with a view to preventing and removing threats to peace, and to achieve, by peaceful means, in accordance with the principles of justice and international law, the adjustment or settlement of disputes or situations of an international character likely to lead to a breach of the peace  .
This obligation of international law to resolve conflicts through diplomacy is binding on everyone, on all parties and on all great powers in particular.
Despite the most extravagant media intoxication campaigns, in which we are reminded, for example, of the threat of Russian tanks on the Champs-Élysées. you have to keep a cool head.
What the Swiss journalist and Russia specialist Éric Hoesli already wrote last September in the newspaper Le Temps is still true: “  The war is not going to come to us, Russia is not going to, as some predicted in the weeks following the invasion, conquer Poland or the Baltics. There are not many people left who even think that the whole of Ukraine is threatened. In people's minds, the issue has become circumscribed and narrowed to Donbass and Crimea. Even in Russia, there are only a few heated ultras left to dream of a conquest of Kiev, Dnipro or Kharkiv  .”
The concrete situation is this: in the east of Europe, a country, Russia, has seriously contravened international law and the Charter of the United Nations. We must therefore firmly defend Ukraine's sovereignty and integrity. This defense must be done by deploying all the political and diplomatic means that international law offers us.
According to a study carried out by Datapaxis and YouGov for the European Council on International Relations (ECFR), only 10% of Europeans believe in a Ukrainian victory, while 20% think that Russia will win. But for almost one in four Europeans, it is not weapons that will end the war. Thus, 37% believe that it will result in an agreement between the two countries. 41% of Europeans even consider that the European Union should push Ukraine to negotiate a peace agreement.
How can we achieve this by creating a balance of power on an international scale? I believe that there is a need for a political and ethical surge at the state level at the United Nations, drawing in particular on the southern states (“  the Global South  ”) and emerging states (like the BRICS) , public opinion and NGO networks to create a “  coalition of  the will  ”  , promoting the demand for political solutions at the heart of all international efforts. This means turning our back on recent scenarios of international meetings, aimed at strengthening military spending and equipment, strengthening military alliances, and rushing forward for the sole benefit of military-industrial lobbies. It is this approach of good will which would honor the French President, let us hope that many parliamentarians will demand it, if a session of the National Assembly is held, as has just been announced this Monday, February 27, to discuss a government statement, “  relating to the bilateral security agreement concluded with Ukraine  ” on February 16, which will be followed by a debate and a vote.

Ukraine - La paix, but central de notre action

Il y a deux ans exactement, la Russie lançait son agression contre l'Ukraine. Elle était ainsi, au début de ce 21e siècle, après les États-Unis en Irak en 2003, la deuxième grande puissance du Conseil de sécurité à violer ouvertement le droit international et la Charte des Nations unies (comme elle l'avait déjà fait en 2014 en occupant la Crimée).
Très vite,comme je l'ai écrit, il y a un an, deux scénarios se sont affrontés, si on écarte d’entrée celui qui aurait consisté à accepter sans protester le fait accompli de l’agression russe contre un pays indépendant, membre des Nations unies,
Le premier scénario, celui de rechercher une sortie de crise politique au conflit, a été quasiment étouffé dans l’œuf sous l'accusation de faire le jeu de Poutine. Les expressions ou initiatives pour la paix du Pape François, du premier ministre israélien, de la Turquie, de la Chine, de l'Inde, de l'Arabie saoudite, ont été rejetées sans discussion. Un "main stream", une pensée dominante, s'est installée dans les médias européens, reprenant presque tous les vieux poncifs de la propagande de guerre, décrits par l'universitaire Anna Morelli dans son ouvrage " Principes élémentaires de propagande de guerre".
C’est un second scénario, qui a été choisi très rapidement, par les pays européens et les États-Unis, qui ont formé un nouveau "bloc occidental". Il a été décidé, même si cela n’est pas assumé officiellement, de répondre "à la guerre par la guerre", en multipliant les sanctions économiques et politiques contre la Russie et en accordant une aide militaire de plus en plus importante au gouvernement ukrainien, tant sous forme de crédits que de fournitures d'armes.
Au bout de deux ans, il faut constater que cette option militaire, soutenue et choisie par les occidentaux, est en échec : chaque jour voit de nouvelles victimes militaires ou civiles, de nouvelles destructions. Des sources américaines estiment à environ 300 000 le nombre de militaires, tués, dont deux-tiers côté russe. Le HCR estime à plus de 10 000 le nombre de civils ukrainiens tués. Avec cynisme, l’armée russe s'est adaptée à ces combats stagnants et détruit méthodiquement des installations tant militaires que civiles, en commettant, de ce fait, de plus en plus de crimes de guerre. C'est la logique implacable de toutes les guerres : nous l'avons constaté en Irak, en Syrie, etc..
Cette option militaire du bloc occidental s'effectue de plus en plus en contradiction avec le droit international.
En effet, les grandes puissances du Conseil de sécurité des Nations unies, n'ont pas fait le maximum pour aboutir à l'arrêt des combats et à une solution diplomatique négociée, comme les y oblige l'article 1 de la Charte des Nations unies :
"Maintenir la paix et la sécurité internationale et à cette fin : prendre des mesures collectives efficaces en vue de prévenir et d'écarter les menaces à la paix, et réaliser, par des moyens pacifiques, conformément aux principes de la justice et du droit international, l'ajustement ou le règlement de différends ou de situations, de caractère international, susceptibles de mener à une rupture de la paix".
C'est là que réside le coeur du droit international, le but central de la création des Nations unies. Il existe bien sûr un droit pour une nation agressée de se défendre, mais ce droit n'est que temporaire en attendant la mise en oeuvre de mesures pour "réaliser, par des moyens pacifiques, conformément aux principes de la justice et du droit international, l'ajustement ou le règlement de différends".
Ce droit n'est d'ailleurs énoncé que dans l'article 51, à la fin du Chapitre VII (articles 39 à 51) et il dit précisément :
"Aucune disposition de la présente Charte ne porte atteinte au droit naturel de légitime défense, individuelle ou collective, dans le cas où un Membre des Nations unies est l'objet d'une agression armée, jusqu'à ce que le Conseil de sécurité ait pris les mesures nécessaires pour maintenir la paix et la sécurité internationales".
En ne menant aucun effort diplomatique sérieux pour ouvrir la voie à un processus de paix, les puissances occidentales ont conforté la Russie dans sa posture scandaleuse de pays qui se défend contre "les méchants occidentaux" et ont instrumentalisé le conflit et enclenché une surenchère de surarmement, pour gagner des avantages militaires et stratégiques, dans le cadre d'un futur affrontement qu'elles ne cherchent même plus à cacher, demain, contre la Chine. 

Tous ces choix politiques ont été faits, soyons clairs, sur le dos du peuple ukrainien que chaque jour de guerre supplémentaire enfonce dans ses souffrances, même si de nombreux experts militaires disent froidement que le conflit peut durer longtemps, voire de "très nombreuses années" (déclaration du secrétaire général de l'OTAN, Jens Stotenberg, 15 février 2023).
On assiste à une situation où la prolongation de la guerre fait le bonheur des lobbies d'armement tant russes et bien sûr iranien, nord-coréen, chinois que états-uniens, français, britanniques ou allemands.
Les déclarations alarmistes de dirigeants de pays européens ou de l'OTAN se multiplient sur la guerre probable en Europe et visent à créer une atmosphère alarmiste, justifiant une relance du surarmement.
Depuis maintenant des semaines, le ministre de la Défense allemand, Boris Pistorius [SPD], martèle sur toutes les ondes que l’Allemagne doit se préparer à une éventuelle guerre en Europe, estimant possible une confrontation avec la Russie d’ici cinq ans.
"Une défense forte nécessite une base industrielle solide. Celle-ci verra le jour si nous, Européens, regroupons nos commandes, si nous mettons en commun nos moyens et donnons ainsi à l'industrie des perspectives pour les 10, 20 ou 30 prochaines années", a souligné le chancelier Olaf Scholz, le 12 février dernier, en visitant l'usine d'obus Rheinmetall.
La présidente de l’exécutif européen, Ursula von der Leyen a estimé samedi 17 février qu'un nouveau poste de commissaire européen à la Défense devrait être créé au sein de la prochaine Commission européenne.
Ce choix de l'escalade militaire se manifeste en France par la décision du Président Macron d'accorder trois milliards d'euros de crédits militaires supplémentaires à l'Ukraine ce week-end et par, le lendemain, l'annonce du ministre Lemaire de couper un milliard d'euros dans le Fonds d'aide au développement pour les pays pauvres !
En définitive, si on rapproche ces deux constations : la première que la guerre va durer plusieurs années sans avantages décisifs pour une partie, la seconde qu’il y aura une intensification des dépenses d’armement et des fournitures d’armes ; la conclusion semble évidente. L’option militaire, malgré les beaux discours dans les forums inter-ministériels ou les couloirs de l'OTAN ne vise donc pas à abréger les souffrances de la population ou à raccourcir la durée de la guerre.
Il est nécessaire plus que jamais de sortir de cette impasse mortifère : agir pour la paix et l’arrêt des combats est une exigence éthique et morale, c'est la mise en oeuvre prioritaire du droit international et de l'article 1 de la Charte des nations unies qui s'impose à tous : "réaliser, par des moyens pacifiques, conformément aux principes de la justice et du droit international, l'ajustement ou le règlement de différends".
Ceux qui déclarent que tout cessez-le-feu serait « déposer les armes », « entériner l’occupation » du territoire ukrainien, soient font fi des souffrances quotidiennes de la population lorsqu’il s’agit de “conseilleurs” extérieurs au pays, soient s’enferment dans une position nihiliste sans issue.
Une situation diplomatique n’est jamais figée définitivement, son évolution dépend des volontés politiques mises en œuvre. Travailler à des formules de cessez-le-feu global ou partiel ou temporaire n’est pas remettre en cause la souveraineté de l’Ukraine.
Cette exigence doit se tourner en priorité aujourd'hui vers le Président Macron et les dirigeants occidentaux pour qu'ils agissent conformément au droit international, pour mettre la pression diplomatique sur la Russie.
La mobilisation de l'opinion publique en France n'est pas à la hauteur des exigences. On constate même à la lecture de certaines déclarations, syndicales notamment, qu'on s'appuie sur la position d’« union sacrée » d’une partie des forces syndicales et militantes ukrainiennes pour appeler au soutien de cette résistance populaire (allant pour certains jusqu'à pour certains le soutien à la poursuite des fournitures d'armement), en ne rappelant pas l'urgence de l'ouverture d'un processus diplomatique pour la paix ou en y mettant des conditions préalables.  C’est une impasse politique qui nous ramènerait aux heures sombres de "l'union sacrée" de 1914.

Une paix conforme à la Charte des Nations Unies et au droit international, qui établit l'obligation de respecter l'intégrité territoriale des États souverains".

Ukraine - Peace, the central goal of our action

Exactly two years ago, Russia launched its aggression against Ukraine. It was thus, at the beginning of this 21st century, after the United States in Iraq in 2003, the second great power on the Security Council to openly violate international law and the Charter of the United Nations (as it had already done in 2014 by occupying Crimea).
Very quickly, as I wrote, a year ago, two scenarios clashed, if we exclude from the outset the one which would have consisted of accepting without protesting the fait accompli of Russian aggression against an independent country, a member of the United Nations,
The first scenario, that of seeking a way out of the political crisis in the conflict, was almost nipped in the bud under the accusation of playing into Putin's hands. Expressions or initiatives for peace from Pope Francis, the Israeli Prime Minister, Turkey, China, India, Saudi Arabia, have been rejected without discussion. A " main stream ", a dominant thought, has taken hold in the European media, repeating almost all the old clichés of war propaganda, described by the academic Anna Morelli in her work " Elementary principles of war propaganda ".
This is a second scenario, which was chosen very quickly, by European countries and the United States, who formed a new “ Western bloc ”. It was decided, even if this is not officially accepted, to respond " to war with war ", by increasing economic and political sanctions against Russia and by granting increasingly significant military aid to the Ukrainian government. , both in the form of credits and arms supplies.
After two years, it must be noted that this military option, supported and chosen by the West, is in failure : every day sees new military or civilian victims, new destruction. American sources estimate the number of soldiers killed at around 300,000, two-thirds of them on the Russian side. UNHCR estimates the number of Ukrainian civilians killed at more than 10,000. The Russian army cynically adapted to this stagnant fighting and methodically destroyed both military and civilian installations, thereby committing more and more war crimes. This is the implacable logic of all wars: we have seen it in Iraq, in Syria, etc.
This military option of the Western bloc is carried out more and more in contradiction with international law.
Indeed, the great powers of the United Nations Security Council have not done their utmost to achieve an end to the fighting and a negotiated diplomatic solution, as required by Article 1 of the United Nations Charter. :
" To maintain international peace and security and to this end: take effective collective measures with a view to preventing and removing threats to peace, and to achieve, by peaceful means, in accordance with the principles of justice and law international, the adjustment or settlement of disputes or situations, of an international character, likely to lead to a breach of the peace ".
This is where the heart of international law lies, the central purpose of the creation of the United Nations. There is of course a right for an attacked nation to defend itself, but this right is only temporary pending the implementation of measures to "achieve, by peaceful means, in accordance with the principles of justice and international law, adjustment or settlement of disputes ".
This right is only stated in article 51, at the end of Chapter VII (articles 39 to 51) and it specifically states:
" No provision of this Charter infringes the natural right of self-defense, individual or collective, in the event that a Member of the United Nations is the object of armed aggression, until the Security Council has taken the necessary measures to maintain international peace and security .
By not leading any serious diplomatic effort to open the way to a peace process , the Western powers have reinforced Russia in its scandalous posture as a country defending itself against " the evil Westerners " and have exploited the conflict and triggered an escalation of over-armament. , to gain military and strategic advantages, as part of a future confrontation that they no longer even seek to hide, tomorrow, against China. 

All these political choices were made, let's be clear, on the backs of the Ukrainian people who are further suffering with each additional day of war, even if many military experts say coldly that the conflict could last a long time, even " many years. " (statement by NATO Secretary General Jens Stotenberg, February 15, 2023).
We are witnessing a situation where the prolongation of the war is to the delight of arms lobbies, both Russian and of course Iranian, North Korean, Chinese, as well as American, French, British and German.
Alarmist statements from leaders of European countries or NATO are increasing on the probable war in Europe and aim to create an alarmist atmosphere, justifying a relaunch of over-armament.
For weeks now, German Defense Minister Boris Pistorius [SPD] has been insisting on all the airwaves that Germany must prepare for a possible war in Europe , considering a confrontation with Russia possible within five years.
“ A strong defense requires a solid industrial base. This will come into being if we, Europeans, group our orders, if we pool our resources and thus give the industry prospects for the next 10, 20 or 30 years ", underlined Chancellor Olaf Scholz on February 12, while visiting the Rheinmetall shell factory.
The President of the European executive, Ursula von der Leyen, estimated on Saturday February 17 that a new position of European Defense Commissioner should be created within the next European Commission.
This choice of military escalation is manifested in France by President Macron's decision to grant three billion euros in additional military credits to Ukraine this weekend and by, the next day, Minister Lemaire's announcement of cut a billion euros from the Development Aid Fund for poor countries!
Ultimately, if we bring together these two observations: the first that the war will last several years without decisive advantages for one side, the second that there will be an intensification of arms expenditure and arms supplies; the conclusion seems obvious. The military option, despite the fine speeches in inter-ministerial forums or the corridors of NATO, therefore does not aim to reduce the suffering of the population or to shorten the duration of the war.
It is necessary more than ever to end this deadly impasse: acting for peace and an end to the fighting is an ethical and moral requirement, it is the priority implementation of international law and Article 1 of the Charter of the United Nations which is binding on all: "to achieve, by peaceful means, in accordance with the principles of justice and international law, the adjustment or settlement of disputes ".
Those who declare that any ceasefire would be “ laying down their arms ”, “ endorsing the occupation ” of Ukrainian territory, are ignoring the daily suffering of the population when it comes to “ advisors ” from outside the country, or lock themselves into a nihilistic position with no way out.
A diplomatic situation is never definitively fixed ; its evolution depends on the political will implemented. Working on formulas for a global or partial or temporary ceasefire does not call into question Ukraine's sovereignty.
This requirement must be focused primarily ontoday towards President Macron and Western leaders to act in accordance with international law, to put diplomatic pressure on Russia.
The mobilization of public opinion in France does not meet the requirements . We even see when reading certain declarations, particularly from the unions, that we rely on the position of " sacred union " of part of the Ukrainian trade union and activist forces to call for support for this popular resistance (going for some even support for the continuation of arms supplies), by not recalling the urgency of the opening of a diplomatic process for peace or by putting preconditions for it. It is a political impasse that would take us back to the dark hours of the "sacred union " of 1914.
Acting to bring about an end to the fighting in Ukraine and the start of a peace process must be our priority, having to spirit of the words of Antonio Gutteres, Secretary-General of the United Nations, this week at the Munich Security Conference: " We desperately need a just and lasting peace for Ukraine, for Russia and for the world. A peace consistent with the Charter of the United Nations and international law, which establishes the obligation to respect the territorial integrity of sovereign States ."
